A haul road was constructed adjacent to the upper reach at the east end of the site, with trees, grasses, and sedges collected and placed in a “nursery” for later planting throughout the site. The looping trail to the south of the site, along an abandoned Forest Service road, was cleared in advance of trail construction. The majority of the remaining concrete at the old dam site was removed, allowing the Sullivan Creek thalweg to cut closer to final grade at the lower reach. Portions of the upland areas of the floodplain at the lower reach were graded. Cobble was harvested from the upper portion of the lower reach, opening up the floodplain to final grade, and providing material for use adjacent to the campground. A turn out for the campground kiosk was constructed.
